Lemminkäinen to build the Hiltulanlahti school and day-care centre in Kuopio with the PPP model

LEMMINKÄINEN TO BUILD THE HILTULANLAHTI SCHOOL AND DAY-CARE CENTRE IN KUOPIO WITH THE PPP MODEL 

Lemminkäinen will build the Hiltulanlahti school in Kuopio, in Eastern Finland, using the PPP model. The agreement signed with the Facility Management Centre of the City of Kuopio covers the design and construction of the new primary school and day-care centre building as well as separately specified maintenance and user services. Construction will begin in February–March 2018 and the primary school will be completed in July 2019. The value of the project´s first phase is EUR 25.9 million. 

The project will be implemented in two phases: the first phase consists of the implementation of a primary school for 300 primary and 72 pre-primary pupils, including sports, canteen and outdoor facilities to serve the needs of 450 primary and 72 pre-primary pupils and a day-care centre for 122 children. The project also includes a versatile local sports facility for general use. The project’s total gross area is approximately 6,500 square metres. The second phase will be the construction of teaching premises for 150 pupils in a separate building. The second phase may be cancelled if the City of Kuopio decides it is not necessary.  

In addition to the design and construction of the buildings, Lemminkäinen will be liable for separately specified maintenance and user services for a service period of 20 years at most. 

“The PPP model is economically advantageous for the city both in terms of investment and utility costs. The facilities will be constructed to our needs. In designing them, consideration was given to the size of the teaching groups, diverse use and the pedagogic needs of the new curriculum,” says Veli-Matti Paananen, Construction Developer, Facility Management, City of Kuopio.

Lemminkäinen has implemented a number of PPP projects in Kuopio this decade, including the Martti Ahtisaari school, Puijonsarvi school and, most recently, the Jynkkä school. Lemminkäinen also has PPP projects in Oulu, Pudasjärvi, Karttula, Parkano, Porvoo, Hollola and Sodankylä that have already been completed or are currently under construction.
