LEMMINKÄINEN TO RENOVATE PARLIAMENT BUILDING AND MODIFY SIBELIUS ACADEMY

Lemminkäinen will be renovating the Parliament Building and carrying out modifications at the Sibelius Academy building where Parliament will be relocated for the duration of the renovation. The complete renovation will begin on 13 March 2015 and last until autumn 2017. The modifications to the Sibelius Academy building will start in August 2014. The project will be executed as a target-priced management contract. Lemminkäinen's total share of the renovation and modification work is EUR 88.7 million.

The Parliament Building is a historically valuable and demanding target for renovation. This is the first time that the HVAC systems of the Parliament Building will be entirely renovated. Water and sewage lines, heating systems, ventilation and safety solutions will be renewed. Energy-conserving heat recovery and cooling systems will be installed in the building for the first time. Additionally, the roof will be completely rebuilt, all the windows repaired, the facades of the four courtyards rebuilt and the southern lift tower enlarged to accommodate a service lift and larger lifts to improve accessibility. 

The most demanding parts of the renovation will be the expansion of the narrow pipe tunnel in the basement area, which requires excavation in an area sensitive to vibration. The preparations for this work phase are set to begin in the autumn of 2014, when a working tunnel to the basement levels will be excavated below the main stairs of the building for the purpose of removing waste from excavation and demolition.

During the renovation, Parliament will convene in the Sibelius Academy building, where the concert hall will function as a temporary Session Hall. This will require the partial demolition of the stage, raising the floor and building a new mezzanine to house hall AV and media equipment and functions. The new mezzanine will also serve as a connecting bridge when access between the Parliament and the Sibelius Academy buildings will be constructed.
