LEMMINKÄINEN INVOLVED IN MAJOR ROAD PROJECT IN ESTONIA

AS Talter, a Lemminkäinen Group company, has signed a contract on a major road
construction project with the Estonian Road Administration. The project
involves basic improvement works on a 7-kilometre section of the E20 highway
between Tallinn and Narva in Ida-Viru County. The contract is worth approx. EUR
31 million with 78% of the funding being provided by the EU and 22% by the
Estonian government. 

Lemminkäinen Infra Oy's Estonian subsidiary, AS Talter, will participate in the
project as the leading partner in a consortium consisting of four construction
companies. Talter will carry out approximately one third of the work under the
contract. 

Completed in 1972, the road section to be repaired is heavily trafficked and is
in an extremely poor condition. One reason for this is that the road structures
have been damaged by subsidence due to the old oil-shale mines in the area. 

Aside from the repair of the main carriageway, the project involves a wide
range of ancillary work. Local roads accessing the highway will be repaired and
a new pedestrian and cycling path constructed. Additionally, four split-level
intersections will be repaired, and four new road bridges as well as four
pedestrian and cycling bridges built. Other work under the contract includes
road markings and the construction of crash and noise barriers, green areas and
extensive road lighting systems. Work on the project will commence in March
2009 and is due for completion in autumn 2010. 

Over the past ten years, Lemminkäinen Infra Oy has been involved in a range of
World Bank/EU-funded transport facility projects in the Baltic countries and
Ukraine. In January, the company won a contract for a similar project in
Moldova.
